Please find below the formal notice convening the XXI European Congress of the Young European Federalists from Friday 28 until Sunday 30 October 2011 in Helsinki, the capital of Finland. Eurooppanuoret, our JEF-section in Finland is looking forward to hosting you all in their capital and to make your stay as easy and pleasant as possible.

The European Congress is the supreme body of JEF and meets every two years. It is composed of delegates elected by JEF national sections. The European Congress defines the political direction of JEF and its policies in specific fields and elects for a mandate of two years the President, the two Vice-Presidents and the directly elected members of the Federal Committee.

Please read all of the notices below carefully paying particular attention to the deadline dates for nominations, draft agenda, registration, submission of resolutions, amendments to the Statutes and Rules of Procedure etc. All Congress documents will be available on this page of the JEF-website and as new documents are prepared they will be added here as well as on the specially dedicated website www.helsinki2011.eu.

The XXI European Congress will follow our International Seminar 'Fixing a hole – Closing the gaps in democracy!' also being hosted by JEF-Finland in collaboration with JEF-Europe, which will focus on youth involvement in the democratic procedures on the local, regional, European and global level. The official call for the International Seminar is closed since 8 August.
